The report is based on the study by the European Union Agency for Fundamental Rights (FRA) which finds out that a significant number of women and children fall victim to human trafficking in the European Union. Despite of it the number of convictions in cases of child trafficking is very low. A lot of children disappear from shelters and similar facilities and have a high risk to fall into the hands of traffickers. The report points out the lack of monitoring of this problem and calls for better protection and care for the victims, particularly by providing specialized centers for victims of child trafficking and minimum standards for shelters. The EU legislation to combat child trafficking must be also improved and should provide the minimum standards for a policy of non-punishment of victims, who are oft treated as criminals.
