About the Children at Risk Unit

The strategy and annual work plans of the CBSS Expert Group for Cooperation on Children at Risk (CAR)  are executed by the Children at Risk Unit (CAR Unit) within the Permanent International Secretariat of the Council of the Baltic Sea States, under the guidance of the Expert Group. The Children at Risk Unit also provides secretarial and professional support to the Expert Group, builds and nurtures strategic partnerships, drafts relevant documents and reports, and develops and executes projects.

The Expert Group and the CAR Unit at the CBSS Secretariat are fully committed to keeping children we come in contact with through our work protected and safeguarded from actions that place them at risk of violence, abuse, exploitation, injury and any other harm.

About the Council of the Baltic Sea States

The Council of the Baltic Sea States (CBSS) is an overall political forum for regional inter-governmental cooperation. The Members of the Council are the eleven states of the Baltic Sea Region: Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, and Sweden, as well as the European Union. The CBSS aims to facilitate and enhance cooperation in the Baltic Sea Region through network and project-based activities, and provides a platform for governments, organisations, communities, and people to strengthen partnerships and seek out new ones.

The Council consists of the Ministers of Foreign Affairs from each Member State and a representative from the European Union External Action Service. The Presidency of the Council rotates among the Member States on an annual basis.  The highest decision-making body of the CBSS is the Baltic Sea States Summit where the Heads of States agree on the goals and long-term priorities of the regional inter-governmental organization.

Safe and secure

The work of the Expert Group supports the  CBSS long-term priorities under the priority area Safe and Secure Region. The goal of the CBSS is to make everyone feel safe and secure and at home in every corner of our region. We strive to improve the well-being of our communities, build networks and trust to jointly respond to unexpected hazards and emergencies.

This vision is being realised through well-developed networks between experts, officials and professionals in the relevant fields and through project work.

To protect our societies, the CBSS works with civil protection professionals and also has also two specialised groups to protect the most vulnerable: Expert Group on Children at Risk and the Task Force Against Trafficking in Human Beings. These groups, gathering responsible ministry and authority representatives from our Member States, promote children’s rights and fight criminal acts of exploitation in its various forms.
